The Act creates the councils; the councils run registration, education standards and discipline.

Purpose

  • The Pharmacy Act 1967 regulates the profession of pharmacy in Pakistan.
  • It set up the Pharmacy Council of Pakistan (federal) and provincial pharmacy councils.
  • The councils maintain registers, set standards of education and practice, and discipline members for misconduct.

Registers

  • Register A lists graduate pharmacists (formerly B.Pharm, now Pharm-D). They may run pharmacies and hold technical posts.
  • Register B lists pharmacy technicians with the recognised diploma or certificate. They may run medical stores under provincial rules.
  • Registration must be kept current; practising while unregistered, or falsely claiming registration, is an offence.
  • Provincial councils register and discipline practitioners in their province.

Education

  • The Pharmacy Council of Pakistan approves pharmacy institutions and curricula.
  • The five-year Pharm-D degree replaced the four-year B.Pharm in the early 2000s.
  • The council inspects institutions and can withdraw recognition if standards are not met.

Exam traps

  • The Pharmacy Act regulates the profession; the Drugs Act regulates the drugs themselves.
  • The Pharmacy Act dates from 1967, earlier than the Drugs Act 1976.
  • A pharmacy technician on Register B cannot lawfully run a 'pharmacy' outlet in the sense reserved for pharmacists.
  • The Pharmacy Council, not DRAP, recognises pharmacy degrees.
